I need ideas for how the game should work
This is what I have so far
PROVINCES
Provinces have two characteristics, productive power and population (or manpower). Manpower is recorded in units called pops, where each abstract “pop” represents 1,000,000 adult individuals. Each productive unit (“factory”) is worked by a single pop.
MANPOWER
Population normally grows by 1% every one year. However, at the end of each turn the number of armies lost each subtracts 1 pop, and armies engaged in total subtract 1/10 of a pop. Provinces affected by battles do not undergo population growth. 10% of the total population must be employed in Agriculture.
